Is a Dummy Ticket Legal? What Embassies Actually Say

The single most common question we get from first-time visa applicants is some version of: 'Is using a dummy ticket legal?' The short answer is yes — for the purpose it was designed for. The longer answer involves a clear line that anyone using a dummy ticket should understand.

What's legal

Attaching a dummy flight reservation PDF to a visa application file is legal in every country we serve. Consulates explicitly accept reservations rather than paid tickets, because they don't want applicants to lose money on non-refundable flights before knowing whether the visa will be approved.

What's not legal

Presenting a dummy or fabricated boarding pass at an airport check-in counter, at security, or at an immigration boarding gate is not legal anywhere. These are documents meant for visa documentation only — not for travel. We never issue boarding passes or anything that resembles one.

What embassy checklists actually say

Scan a few official consular pages and you'll spot a pattern. Schengen consulates ask for a 'flight reservation' or 'proof of travel itinerary'. The UK Home Office asks for 'evidence of your travel plans'. UAE visa portals ask for a 'flight booking'. Canada's IRCC asks applicants to show 'how they will leave Canada'. In every case, a reservation is enough.

Why this works in practice

Consular officers are not auditors. They are looking for a coherent application: a clear plan, dates that line up between flights and hotels, and a return path out of the country. A clean dummy ticket gives them exactly that.
